Position Scope

Reporting to the Manager, Human Resources and Compliance the HR Advisor is part of the Human Resources Team providing HR services for field operations, supporting HR processes, and full-cycle recruitment of positions (both union and non-union).

 

Working alongside our partners, Acciona and Shikun & Binui, NACG will be part of the team that constructs a landmark flood mitigation project in the United States. The $2.75 billion project includes operations and maintenance for a 30-mile (48-kilometer) river diversion channel around the Fargo-Moorehead-West Fargo metro area, and will carry storm water from the Red River away from population centers.

Responsibilities

Employee Relations

  • Act as single point of contact for a designated client group for all HR-related matters.
  • Provide HR recommendations and consultation on issues related to legal, procedural compliance, employee relations, performance management, talent development and problem prevention. 
  • Establish and maintain positive employee relations; provide guidance and advice to management on employee coaching, counseling, legal issues, conflict management and discipline to bring resolution in accordance with company philosophy and policies. 
  • Ensure compliance with provincial and federal laws and regulations relating to employment standards, human rights, privacy legislation and employment equity.
  • Investigate and resolve complex and sensitive employee relations issues.
  • Provide support to the Manager, Human Resources and Compliance by conducting research and providing recommendations related to retaining, engaging and developing employees at NACG.
  • Lead and support special projects, as required.
  • Ad hoc reporting, as required.

 

Recruitment

  • Participate in the development and implementation of innovative recruitment strategies.
  • Provides qualified candidate pool by sourcing, identifying and recruiting candidates to fill current and upcoming job openings in the region. 
  • Coordinate the selection and hiring process, including appropriate paperwork, from application to hire. 
  • Develop an understanding of current and future manpower needs, research best practices and emerging trends and anticipate and react to shortages.
  • Source qualified candidates to fill current and upcoming openings by determining best method(s) for recruiting.
  • Design and place employment advertisements, post jobs, follow-up on employee referrals, research organizations or retain search firms as appropriate. 
  • Ensure policies, guidelines and practices are followed and communicated to candidates and hiring managers as is appropriate. 
  • Identify qualified candidates and make recommendations to hiring manager by screening resumes, interviewing, checking references and ranking candidates. 
  • Review and evaluate candidates’ work history, education training and other qualifications to meet the Company’s qualifications. 
  • Arrange for interviews, as necessary.
  • Explain job duties/responsibilities, compensation and benefit programs, work schedule or special conditions, career and advancement opportunities and related information. 
  • Extend employment offers to successful candidates. 

Qualifications

  • Post-secondary degree in Human Resources.
  • Recruitment, Compensation or Benefit certifications an asset.
  • Four to six years progressively more responsible experience in a generalist role.
  • Experience working in a construction environment would be an asset.
  • Experience in a unionized work environment is desired.
  • An equivalent combination of experience and education may be considered.
  • Demonstrated knowledge of the generalist functions including employee relations, recruiting, training, policy development, communications, compensation, performance management and talent development.
  • Strong interpersonal skills, with the ability to engage others effectively through a confident, collaborative and convincing style.  Able to communicate effectively with people from all organizational levels.
  • Detail oriented, well organized and a demonstrated ability to function effectively with a high degree of independence and autonomy.
  • Highly proficient in the use of Microsoft office products such as Excel, PowerPoint and Word.
  • Must possess and use excellent verbal and written communication skills.
